Document Description
The proposed Orchard & Vine project consists of a winery and a farm market on a nine-acre "project site" located at 550 Walnut Blvd. in the unincorporated Byron area of contra Costa county, between Walnut Blvd to the west and Kellogg Creek to the east. The project site is part of a larger 580.5-acre agricultural holding that consists of five assessor's parcel and currently in agricultural production. The project was approved on January 22, 2018 by the Zoning Administrator. On January 29, 2018, the applicant requested approval of a reconsideration of Land Use Permit LP16-2047 for the Orchard & Vine project, to consider modifying Conditions of Approval #21e (special event use of the commercial kitchen), #24 (products sold at the farm market), and #26 (use of the commercial kitchen). With modification of Conditions of Approval #21e, #24, and #26: there are no substantial changes to the Orchard & Vine project that require revision of the MND; there are no substantial changes with respect to the circumstances under which the project is undertaken that require revision of the MND; there is no new information of substantial importance, which was not known and could not have been known at the time the MND was prepared; and, no mitigation measures are different from those in the MND. The Zoning Administrator granted the request for reconsideration on February 21, 2018, and approved the reconsideration on May 21, 2018.
