The Proposed Stanfield Marsh Outdoor Recreation and Education Project qualifies as an Exemption under Section 15304, Class 4 - "Minor alterations to Land" in that the existing dirt recreational trail will be modified for the purpose of providing safer, more secure recreational opportunities and provide a separation between environmentally sensitive areas and pedestrians and non-motorized users.
