Document Description
CDFW has executed lake and streambed alteration agreement no. 1600-2016-0601-R1, pursuant to section 1602 of the fish and game code to Mr. Mitch Stogner representing North Coast Railroad Authority.
The project is limited to one encroachment to build a bridge over Gibson Creek. Design and construction of the bridge shall be in accordance with the CA Salmonid Stream Habitat Restoration Manual Part XII - Fish Passage Design and implementation. Work at the bridge site may include vegetation removal, excavation, backfilling, compacting, and armoring as necessary to minimize erosion.

Reasons for Exemption
The project will construct a bridge that spans the active channel, allows for 100-year flow events, and does not impede or tend to impede fish passage. Effects on riparian habitat will be kept to a minimum. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
