Substance abuse Treatment Program Space
NOE - Notice of Exemption
The California of Department of Corrections and rehabilitation is proposing to remodel an existing vocational building at CAL that will include the construction of four work spaces for confidential inmate meetings and four group rooms. To make efficient use of all available space in the building, the project includes construction of eight staff cubicles with locking cabinets for case files and treatment plans. In addition, the fire alarm system will be modified; fire/smoke dampers within multiple hour rates walls and two hour rated steel doors with half windows will be installed. There will be modifications completed to the attic area as well as the heating, ventilation and air conditioning systems, and installation of 28 voice and data cable lines.
The work is necessary to improve substance abuse treatment space conditions and to ensure efficient operation of CAL to meet CDCR's mission of public safety and security.
The project consist of alterations to an existing facility in a developed, disturbed area of an existing prison, where there are no sensitive resources, and involves negligible or no expansion of use (CEQA Guidelines 15301). This is one of a class projects that the Secretary for resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document. None of the expectations to a notice of exemption apply.
