NOE - Notice of Exemption
The California of Department of Corrections and rehabilitation is proposing to remodel an existing vocational building at CAL that will include the construction of four offices for confidential inmate meetings and four group rooms. The project includes installing walls, two hour rated steel doors with a half window, fire rating on windows, fire alarm system modifications, structural modifications within the attic area, utilities, heating, ventilation, and air conditioning modifications, and installing 14 voice and data drops. A new ADA accessible concrete ramp and curb and the renovation of three bathrooms to meet ADA standards.
The work is necessary to improve substance abuse treatment space conditions and to ensure efficient operation of CAL to meet CDCR's mission of public safety and security.
The project consist of alterations to an existing facility in a developed, disturbed area of an existing prison, where there are no sensitive resources, and involves negligible or no expansion of use (CEQA Guidelines 15301). This is one of a class projects that the Secretary for resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document. None of the expectations to a notice of exemption apply.
