Document Description
This project demonstrates three innovative bundles of pre-commercial technologies in commercial buildings and further offers solutions for buildings with critical environments such as laboratories and hospitals. These bundles can be implemented singularly or collectively to provide a systems-level approach to the following building areas: (1) Chilled Water Plants including alternative, "next generation" refrigerant chillers and conversion to an optimized all-variable-speed system; (2) Office and Exterior Spaces with interior LED fixtures with innovative controls, off-grid exterior parking lots LED lighting, and an advanced zone-level building management system (BMS) to optimize HVAC controls, integrate wirelessly with plug load controls, integrate with lighting controls, and provide a demand response platform; and (3) Laboratory and Critical Environments with advanced exhaust and conversion to direct current (DC) lighting. The demonstration project offers an innovative and unprecedented approach in that any or all three pre-commercial technology bundles are adaptable to virtually any commercial buildings.

Reasons for Exemption
The activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This project involves minor alteration of existing structures, including the replacement of existing utility systems involving no expansion of capacity, and basic data and information collection, and thus falls under the exemptions in CEQA Guideline Section 15301, 02, and 06.
