The Harrison Street Saefty Improvement Project is statutorily exempt from the environmental analysis requirements of CEQA under CEQA Guidlines section 15061(b)(3) (general rule/common sense exemption); 15183 (project consistent with a general plan or zoning); and 21080.20.5 (icycle lanes), 15301 (existing facilities), and 15304 (minor alterations), each of which provides a separate and independent basis for CEQA clearance and when viewed collectively provide an overall basis for CEQA clearance.
