Document Description
The proposed project would involve the construction and operation of an approximately 30 megawatt (MW) photovoltaic (PV) electric generating facility, including approximately 30 MW of energy storage capacity, on approximately 158 acres of privately-owned land in unincorporated Kern County. The proposal includes: (a) One (1) Amendment to the Land Use Element of the Willow Springs Specific Plan from the existing 5.3/4.4 (Residential, Maximum 10 Units/Net Acre/Comprehensive Planning Area) designation to 5.3 (Residential, Maximum 10 Units/Net Acre) designation (SPA No. 8, Map No. 231-21); (b) One (1) change in zone classification from OS (Open Space) to A FPS (Exclusive Agriculture – Floodplain Secondary Combining), or a more restrictive district, on 81 acres, and from E (2 ½) RS FPS (Estate 2 ½ acres – Residential Suburban Combining – Floodplain Secondary Combining) to A FPS, or a more restrictive district, on 81 acres (ZCC No. 5, Map No. 231-18); (c) One (1) Conditional Use Permit to allow for the construction and operation of a solar photovoltaic electrical generating facility and associated infrastructure, including energy storage, in the A FPS Zone District (Section 19.12.030.G) of the Kern County Zoning Ordinance (CUP No. 5, Map No. 231-21); (d) One (1) Conditional Use Permit to allow for the construction and operation of a communication tower in the A FPS Zone District (Section 19.12.030.F) of the Kern County Zoning Ordinance (CUP No. 6, Map No. 231-21); and (e) One (1) Amendment to the Circulation Element of Willow Springs Specific Plan to eliminate future road reservations along the north-south midsection line of Sec 21 T9N R13 W, SBB&M within the project site (SPA No. 9, Map No. 231-21).
