Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2017-0137-R1, pursuant to Section 1602 of the Fish and Game Code to Mr. Matthew Schackow. The project is limited to four (4) encroachments. One encroachment is for an existing water diversion from a tributary to the South Fork Eel River. Water is diverted from a Class II stream for domestic use. Work for the water diversion will include excavation, removal, and replacement of a concrete cistern, and installation, use and maintenance of water diversion infrastructure. Two additional encroachments are planned, to upgrade existing road/stream crossings. Work for these encroachments will include excavation, removal of the undersized culverts, and replacement, backfilling and compaction of fill to stabilize the culverts, and rock armoring as necessary to minimize erosion. One encroachment is planned, to rock armor a hydrologically connected pond overflow, to minimize sediment delivery to a Class II watercourse.

Reasons for Exemption
The project is limited to four (4) encroachments to permit a water diversion, upgrade two existing road/stream crossings and improve a hydrologically connected pond overflow. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
