This project will conduct a comprehensive assessment of CA rule 21 phase 3 functions, including computer modeling, lab and field testing. Specifically, this project involves: 1) developing computer models for the phase 3 functions and performing economic studies to assess their impact on representative feeders in CA implementing the phase 3 functions in a commercial residential inverter; 2) performing lab testing to assess implementability and performance of phase 3 functions in the UCSD smart inverter testing lab; 3) installing commercially available roof-top solar pv panels and residential scale inverters with phase 3 functions at multi family residential sites; and 4) performing field pilot test of residential inverters at multi-family residential sites.
