Document Description
CA has 14 underground natural gas storage facilities in 12 fields with a capacity of 385.4 billion cubic feet of natural gas. There is an urgent need for a risk management system for underground natural gas infrastructure that is thorough, robust, and reliable and that will facilitate early damage detection and leak prevention. The proposed Integrated Risk Management and Decision-Support System will merge advanced process models with continous reevaluation and assessment to provide leading indicators of potential threats, by providing: a map-based graphical interface for referencing and viewing existing infrastructure components such as wells and corresponding monitoring data associated with each component; a set of analytical tools including advanced process-based models for reliable and robust threat prediction; an efficient data management system; an interface to assist users in estimating likelihood of failure and consequences of failure, and in updating those estimates with new monitoring data; a supervisory interface to support users to make decisions on (1) data collection, (2) threat response, and (3) mitigation/emergency actions based on model evaluation.

This project will install monitoring equipment in one borehole, as part of a well workover operation being led by Southern CA Gas Company. This work is consistent with CCR, tit 14, 15302: replacement or reconstruction since it consists of reconstructing an existing well where the new structure will have the same purpose and capacity of the structure being reconstructed.
