The 2017 Water Exchange Agreement allows for the exchange of 2,000 acre-feet of SWP water from CLAWA to SGPWA in Calendar Year 2017, and with SGPWA returning 1,000 acre-feet of water to CLAWA no later than the end of Calendar Year 2027. CLAWA approved the agreement on July 6, 2017.

Reasons for Exemption
The water exchange authorized by the execution of this agreement is exempt from CEQA pursuant to section 15301 b/c it will involve no change in the type of use or expansion of use or expansion of use of CLAWA and SGPWA's existing facilities. Rather, the water exchange will involve the exercise of CLAWA and SGPWA's existing right to SWP water, and the transfer of said water between CLAWA and SGPWA pursuant to the terms of the agreement. As a result, the exchange will consist merely of the continued operation of CLAWA and SGPWA's existing facilities and the use of those facilities to temporarily transport water to a different location.
