The applicant requests design review and a coastal development permit for improvements to two-unit apartment buildings in the R-3 zone. A 930 net sf addition is proposed to the front building, while the rear building will experience no increase in floor area. Design review is required for upper level additions, new vehicular access, elevated decks (163 net sf decrease), exterior material change, skylights, grading, retaining walls, spa, two air conditioning units, landscaping, and to maintain the nonconforming front setback for the front building in conjunction with an addition exceeding 10% of the existing floor area.
