Document Description
The Avenue of Flags Specific Plan is a regulatory tool that implements the city's general plan, and provides more detailed planning direction and development standards for the Avenue of Flags Project area than are included in the general plan. Consistent with the general plan, the specific plan also functions as the zoning code and guides future development within the project area by defining land uses, creating an integrated circulation system, establishing development standards through form-based code, providing for infrastructure needs, and identifying funding sources and economic development tools, including the development opportunity reserve program.
