The purpose of the Landscape and Scenic Highways Element and Landscape and Scenic Highways Resource Document Update is to provide policy direction and implementation actions that will preserve, enhance, and sustain landscape and scenic corridors essential to the unique character of Laguna Beach. The LSHE provides a framework for policies and actions to be considered and acted upon in a comprehensive, coordinated manner for a range of topics related to the Laguna Beach landscape. The LSHE focuses on sustainability, preservation, and improvement of the city's distinct neighborhoods, natural open space, highways--Coast Highway, Laguna Canyon Rd and El Toro Rd; other streetscapes and parks; heritage trees and landscape; public safety related to fire hazards, and landform stability.
