The project proposes to provide and install cement pads to support up to five general purpose storage units, where each storage units is approx 8' wide, 8' tall and 3' deep at the listed site. General scope of work for this site includes minor site modification as needed to connect the energy storage units to an existing PV panel for storing surplus solar energy. Additionally, small outdoor enclosures will be built for batteries energy storage as well as communication equipment to support any unique power demands of the station. The energy storage units, will support the overall objective of the project by utilizing distributed energy storage as part of an optimized local energy system that both increases support for distributed solar PV generation while improving overall grid operations and economics, as well as to assess and provide quantification of potential benefits.
The installation of these five storage units and the small outdoor enclosure places for battery energy storage and communication equipment are classified as exempt from section 15301 class 1 existing facilities, sec 15304 class 4, minor alterations to land, and sec 15306 class 6, basic data collection. The proposed project consists of minor alterations to an existing low income housing facility involving no expansion of use and consists only of minor alterations in the condition of the land. In addition, none of the exceptions to the exemptions applies.
