Cal. Code Regs., Title 14 Section 15306 provides a CEQA exemption for basic research. The activity funded by this agreement involves development and lab testing of a better thermal insulation material at LBNL's test facility. The improved insulation material is intended to increase the R-value of building insulation and at a lower total cost. The research includes basic data collection with no serious or major disturbance to an environmental resource under Class 6, since the work includes testing in a lab facility.
