Document Description
This project will demonstrate the facility and Investor Owned Utility ratepayer benefits of an Energy Management System (EMS) that integrates advanced rooftop solar photovoltaic (PV) panels with a Battery Energy Storage System (BESS) and a smart inverter. 100 kW of advanced PV generation and 150 kW/150 kWh BESS will be installed at a low-incomes, multi-tenant supportive housing facility in Southern California Edison (SCE) service territory. Demand Response (DR) capabilities will be integrated within the facility EMS to optimize power flow between PV generation and BESS. The installed and deployed system components and architecture will benefit residents of the low-income/supportive housing community by supporting continued operation of the facility during power-limited events (i.e. providing emergency back-up power during a power outage). The system will also provide energy cost savings, reactive power support and demand response services to the building's residents and the local distribution grid. Electrical demand impacts and emission offsets that result from the project will be quantified.

Reasons for Exemption
This project is exempt under CCR, title 14 Section 15301, because the project consists of minor alterations to an existing multi-tenant housing building. Specifically, the project involves the installation of 100 kW of advanced solar PV generation, 150kW/150 kWh battery energy storage, and system components that will manage, reduce, and stabilize energy load on the local distribution grid. The solar PV installation will be approximately 5,100 square feet, be located on the rooftop, and utilize an anti-reflective cover to reduce glare. The solar generation plus energy storage system will be interconnected to SCE utility service territory, in an area where the distribution circuits are not constrained, and will result in no expansion of capacity. For these, reasons, the proposed work will not have any significant effect on the environment and falls under section 15301.
This project is exempt under CCR, title 14 Section 15332, Class 32, because the development project (a) is consistent with the City of Long Beach's applicable general plan and zoning designations, as well as the Midtown Specific Plan and associated existing Programmatic EIR; (b) the proposed development occurs within city limits on a parcel smaller than 5 acres; (c) the project site has no value as habitat for endangered, rare or threatened species; (d) the proposed work will not have significant effects upon the environment, including related to traffic, noise, air quality, or water quality; and (e) the site can adequately be served by utilities and public services.
