The Project involves the operation, repair, maintenance or minor alteration of existing public structures, facilities or topographical features involving negligible or no expansion of sue beyond the existing use, & to the extent any existing structure/facility is replaced or reconstructed, the new structure will be located on the same site as the structure replaced & will have substantially the same purpose and capacity as the old structure.
