Reasons for Exemption
Project Consistent with a General Plan (Section 15183) Discretimary Project The California Environmental Quality Act (Section 21000, et. seq. of the California Public Resources Code, hereafter CEQA) requires analysis of agency approvals of discretionary "projects." A "project," under CEQA, is defined as "the whole of an action, which has a potential for resulting.The Project is exempt from CEQA pursuant to CEQA Guidelines Section 15183 (Consistency with a General Plan, Community Plan, or Zoning for which an EIR was Prepared). This exemption applies to projects that are consistent with the General Plan. An EIR was certified by the City Council for the adoption of the City of Elk Grove General Plan in 2003 (SCH2002062082). Section 15183(i)(2) if the CEQA Guidelines defines "consistency" as "that density of the proposed Project is the same or less than the standard expressed for the involved parcel in the general plan or zoning action for which an EIR has been certified, and that the project complies with the density-related standards contained in that plan or zoning."
