Document Description
CDFW has executed lake and streambed alteration agreement no. 1600-2017-0017-R2, pursuant to section 1602 of the fish and game code to American Rivers. The project will reconnect Peabody Creek with its historic floodplain and restore approx 30,000 sf of floodplain and riparian area. A new culvert will be installed below Walsh St along with a grade control structure to divert flow from and existing man-make, rock lined channel, to a historic floodplain area that is approx 500 ft in length by 60 ft wide. Restoration work in the floodplain area includes removal of weeds and invasive species, construction of a restoration channel and revegetation and landscaping of the floodplain area. A second culvert will be installed at the downstream end of the riparian area to reconnect flows to the existing channel that will remain in place as overflow conveyance during larger storm events. Approx 870 cy of cut will be generated and 560 cy of fill will be placed as part of the project. Approx 310 cy are expected to be exported as part of the project. Stormwater will remain in the existing channel until restoration or the riparian area is complete. Clear-water diversions may be required for short periods at the upstream and downstream ends of the project, where connections to the restoration area are located. It is estimated that 75 cy of native material will be excavated from the existing channel, and that 100 cy of rock slope protection and 40 cy of river rock cobble will be placed in the existing channel, which will occur along approx 165 lf of stream channel and over an area of approx 675 sf. The project will install two new culverts, totaling 140 lf, and construct a new restoration channel of approx 500 lf outside of the current riparian area. When the project is complete, low flows will be diverted from the existing man-made, rock lined channel to the new restoration channel and restored floodplains. The existing culvert under Walsh St and man-made rock lined channel will remain to convey high flows and help with flood protection. The project will also remove invasive plant species and plant native plant species along the newly created channel as well as the historic floodplain areas.
