Document Description
The Pilot Project is a temporary feasibility study intended collect basic data necessary to evaluate and determine whether the subject property is suitable to serve as a groundwater recharge site for the benefit of the Southern San Joaquin Municipal District ("District") its landowners and water users within its boundaries. On a temporary basis during 2017, the District will convey a portion of its existing surface water supply to the Temporary Easement Area located within the District boundaries comprising currently developed agricultural lands located in the County of Kern, State of California. The Pilot Project will include minor earthwork changes to the currently developed agricultural lands, and then actively measure, monitor, collect and record certain pertinent data, including, but not limited to the amount and rate of surface water recharged into the underlying groundwater. At the end of the Pilot Project, the Temporary Easement Area will be restored to substantially the same condition as existed upon commencement of the Pilot Project. The beneficiaries of the Pilot Project are the District and its landowners and water users interested in the conservation and maintenance of groundwater resources within the District's boundaries.

Reasons for Exemption
Statutory Exemption: S: 21084, 15262 The District has determined that the Pilot Project is exempt from the California Environmental Quality Act (CEQA) by statute. Statutory exemptions include projects involving a feasibility or planning study for possible future actions provided there is consideration for environmental factors. (CEQA Guidelines, Section 15262). Categorical exemptions include projects which result in the grading on land with a slope of less than 10 percent and other minor temporary use of land having negligible or no permanent effects on the environment. (CEQA Guidelines, Section 15304(a)(e). Additionally, projects intended to cause "basic data collection, research, experimental management and resources evaluation activities which do not result in serious or major disturbance to an environmental resource" are exempt. (CEQA Guidelines, Section 15306). The Pilot Project is being implemented in order to determine the feasibility of the subject property to serve as a facility suitable to recharge and replenish the underlying groundwater within the boundaries of the District. On a temporary basis during 2017, the District will convey a portion of its existing surface water supply to the Temporary Easement Area located within the District boundaries to currently developed agricultural lands located in the County of Kern, State of California. The Pilot Project will involve minor grading and associated earthwork changes to currently developed agricultural lands and then actively measure, monitor, collect and record certain pertinent data, including, but not limited to the amount and rate of surface water recharged into the underlying groundwater. At the end of the Pilot Project, the Temporary Easement Area will be restored to substantially the same condition as existed upon commencement of the Pilot Project. A written report will be provided to the District evaluating the collection of data and the feasibility of the site. The Pilot Project will result in minor temporary use of currently developed agricultural land and have negligible or no permanent effects on the environment but will secure the collection of important data necessary to determining the feasibility of the subject property to serve as a groundwater recharge site for the benefit of the District and its landowners and water users.
