- Reasons for Exemption
- The proposed project is located on a 200-acre parcel used for active agriculture with existing dirt roads and two existing gas well pads. It is consistent with Sacramento County's General Plan and zoning ordinance. There are no native vegetation or trees on the parcel. The proposed project consists of constructing a 0.42-acre construction pad and drilling two gas wells (temporary activity) for possible long-term operation, where the construction pad would be reduced to a 0.28-acre operation pad with daily operator visits (operation activity). Should the wells prove unsuccessful in producing gas, they will be plugged in accordance with DOGGR regulations and the site will be returned to its previous use. The proposed 0.28-acre gas well operation pad is a minor change to the nearly 200-acre agricultural operation and will have a negligible change to the current condition. None of the exceptions listed under 14 CCR 15300.2 are applicable to this project. This project is determined to be categorically exempt from CEQA as consistent with 14 CCR 15304 and 14 CCR 1684.2, Class 4 Minor Alterations to Land.
