Document Description
Pursuant to Energy Executive Order B-18-12 calling for a reduction in energy usage of 20 percent by the year 2018 for all state facilities, the California Department of Corrections and Rehabilitation (CDCR) is proposing to retrofit existing lighting and upgrade mechanical systems at CMC. The project includes the following components: 1) convert high pressure sodium (HPS) high mast fixtures to light emitting diode (LED) fixtures; 2) convert HPS wall pack fixtures to LED fixtures; 3) convert HPS cobra head fixtures to LED fixtures; 4) convert HPS flood fixtures to LED fixtures; 5) convert incandescent fixtures to LED fixtures; 6) convert fluorescent exit sign fixtures to LED fixtures; 7) replace inefficient hot water heaters in dorms with energy efficient hot water heaters; and 8) install variable frequency drives on the supply and return fan motors at East Facility. The purpose of the project is to reduce electrical and gas usage, and maintenance costs. The intensity, timing, and duration of lighting will therefore remain the same.

The project consists of minor alterations to an existing facility involving negligible or no expansion of use (CEQA Guidelines 15301). This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document. None of the exceptions to a notice of exemption apply.
