Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Chapter 6.5, California Code of Regulations, Title 22, Division 4.5, Section 66270.62, has issued an Emergency Permit to Genentech SSF (EPA IDs: Building 15-CAR000182634, Building 48-CAR000182709 and Building 7-CAD080129000) to treat hazardous waste by chemical stabilization. These hazardous waste items are expired. The items are currently being stored in the reactive flammable cabinets at three Genentech SSF waste storage areas in South San Francisco, California 94080. DTSC has determined as a safety precaution to prevent an accident or severe injury, an Emergency Permit should be issued to chemically stabilize the hazardous waste prior to transportation off site by Clean Harbors Environmental Services (CHES). The treatment of the hazardous waste involves the controlled addition of solution to the containers to reduce the reactive or ignitable characteristics of the chemicals. Treatment will take place within a designated exclusion zone specific to each site. Building 15 will have a 50 foot radius in all directions; Building 48 will have a 93 foot x 90 foot area; Building 7 will have a 48 foot x 105 foot area. Only reactive material technicians from CHES will be allowed in the exclusion zone. Movement, preparation, and treatment of the items will be in accordance with established standards. A follow-up report will be submitted to DTSC by Genentech SSF. The report shall include certification that the treatment area has been cleared of all residual hazardous waste generated from this emergency treatment and that all generated waste has been properly managed and/or disposed. The Emergency Permit is effective beginning June 17, 2017 and shall expire on September 14, 2017. The treatment is anticipated to take place on a Saturday when the one nearby sensitive receptor (a day care center) will be closed.
