Document Description
The Department of Toxic Substances Control (DTSC) approved the Response Plan for the Twin Rivers Transit-Oriented Development and Light Rail Station Project (Project) located at Sproule Avenue and North 12th Street, Sacramento, California (Project Site). The Project remediation activities will address arsenic and lead contaminated soil in order to reduce the risk to human health and the environment. The Response Plan addresses the 0.72-acre Regional Transit Light Rail Property within the overall residential development site for the construction of the proposed Dos Rios Light Rail Station. Project activities consist of Soil Excavation, Waste Characterization, Disposal and Temporary Staging of Stockpile on Project Site: • Excavation of approximately 1,310 cubic yards of arsenic and lead contaminated soil. • Excavated soils shall be characterized and profiled according to disposal facility requirements. Stockpiled soil exceeding California total threshold limit concentration, or soluble threshold limit concentration hazardous waste criteria, would be disposed offsite as a Non-RCRA Class I hazardous waste while stockpiled soil exceeding toxicity characteristic leaching procedure would be disposed as RCRA hazardous waste. Remaining stockpiled soil would be remediated at a future date as part of remediation of the remainder of the Site. • A Land Use Covenant will be recorded with the County of Sacramento to prohibit the use of the property for residential purposes and the extraction or removal of groundwater intended for drinking water purposes.
