Document Description
DTSC, pursuant to authority granted under, CA Code of Regulations, title 22, division 4.5, chp 20, section 66270.61, has issued an Emergency Permit to Environmental Logistics Inc., to treat hazardous waste under controlled reaction with a chemical solution. The hazardous waste to be treated is a glass jar containing 100 grams of expired benzoyl peroxide. The benzoyl peroxide was rejected by the TSDF b/c of it being potentially unstable and subsequently returned to the generator. The generator is closed and out of business and the registered transporter has possession of the hazardous waste and has it secured at their facility. DTSC has determined that as a safety precaution to prevent an accident or sever injury, an Emergency Permit should be issued to chemically stabilize the hazardous waste so it may be accepted by a TSDF for treatment or disposal. The treatment will include introduction of chemicals needed to add salts to a solution thereby creating a mixture that is safe to transport to an approved TSDF. A trained chemist will conduct the treatment within a designated eclusion zone. San Bernardino County HAZMAT personnel will supervise the treatment. Only qualified personnel will be allowed in the exclusion zone. Movement, preparation, and treatment of the materials will be in accordance with established standards and a site safety and health plan will be completed upon the arrival of personnel to the site. A report will be submitted to DTSC by Environmental Logistics Inc. The report will include certification that the treatment area has been cleared of all residential hazardous waste generated from this emergency treatment, and that all waste has been properly managed.
