Document Description
The proposed project is the re-purposing of a portion of the existing off-track betting facility, Surfside Race Place (SSRP). The project would develop a 1,869 seat concert venue along with an approx. 7,000 sq. ft. beer tasting area/exhibit ("History of Beer"). It is anticipated that the concert venue would operate year-round; however, during the annual San Diego County Fair, the venue would be part of the concert venues associated with the Fair (similar to the Grandstand stage). Existing food service areas would continue to operate as well as the off-track betting component of the facility. No alterations to the exterior or expansion of the existing structure is proposed. All improvements would be internal. The project proposes a replacement of uses with no expansion/increase in building size or capacity (would result in a reduction from allowed SSRP attendance that would be utilized by the concert venue). The proposed project would result in no net increase in parking/trips. The 22nd DAA has a variety of parking areas available for use. Utilizing just the paved lots (Main Lot, Green Lot, Red Lot, West Lot) and the training track there are 3,700 parking spaces available. The overflow lots account for an additional 4,500 spaces. Based on the anticipated trips associated with the project (worst case of 1,711 vehicles (3,422 trips/2 = 1,711), adequate parking exists on grounds. The 22nd DAA solicited input from LLG Engineers to assist with trip generation assumptions. If a sellout of the venue is assumed, total concert attendance would be 1,869 persons (concert seating capacity); this equates to approx. 1,320 trips (includes assumptions about carpool and transportation mode splits, see Table A below). Primary use of new beer tasting area/exhibit is linked to the proposed concert venue so only a low number of ancillary trips (i.e., trips from patrons NOT attending concert) would be expected; this is conservatively estimated at 10% of the total trips for an additional 132 trips. Total trip generation for the proposed project is 1,452.
