Document Description
The State Water Resources Control Board (State Water Board) as the lead agency will be issuing a water supply permit. The Sun Pacific Shippers will install a 5.5 foot wide, approximately 9 foot tall, 525 gallon liquid oxygen tank (LOX) on the already graded property. One 10-foot diameter by 22 foot tall granulated active carbon (GAC) tank was installed on December 9th, 2016, containing 20,000 pounds of catalytic carbon. The LOX tank will be connected to the GAC tank through 400 feet of 8-inch pipe (that was installed in November 2016). A 10,000 gallon backwash tank was installed on December 27, 2016. The GAC tank will be filled with water manually, and backwash water will flow back to the backwash tank through a 10-20 foot by 8-inch pipeline, (that was installed in November 2016). The backwash water will then travel through a pipeline (installed in November), less than 50 feet and 8-inches in diameter, to an already existing oxidation ditch. The system will treat 600 gallons per minute of water, turning the sulfides, to sulfur, and then to sulfate. Once treated, the water will be piped through a 600 foot by 8-inch pipeline (installed in November), to connect up with another existing pipeline and existing storage tank. From the storage tank the water runs though existing piping to the Califia Facility. Along the way the water will be chlorinated. A 500 gallon liquid hypochlorite tank will be added to the system. The chlorine tank will be connected to the distribution pipe through a new port. Part of the water will go through another existing pipeline for the manufacturing of products and will not be chlorinated. The project will provide for the operation of these facilities.

Reasons for Exemption
The project consists of new construction and operation of small new tanks, equipment (structures) less than 2,500 ft^2, (Section 15303 c, Class 3) and water main extensions of reasonable length (less than 16 inch piping less than a mile in length (~8 in. 11,520 ft.)(Section 15303 d, Class 3). The project involves operation of parts of an existing facility, (Section 15301 b, Class 1). Pursuant to the California Fish and Wildlife Code, Section 711.4(d)(1), the CDFW environmental review filing fees do not apply.
