Reasons for Exemption
It can be seen with certainty that this proposed project will not cause any direct or indirect change in the environment because funding will only be used for planning and analysis activities and will not involve any construction, improvements, or enactment of zoning ordinances. The project will develop a regional plan that proposes to create an informal regional zero-emission vehicle (ZEV) working group, assess countywide ZEV demand, assess infrastructure needs, and to develop a list of sites for possible future electric vehicle charging station projects. There is no possibility that the activity in question will have a significant effect on the environment because the activity involves only public outreach, administrative coordination efforts, and similar activities; and involves no physical construction.
