- The proposed General Plan replaces the City's existing 2035 General Plan, which was dopted in December 2007. The proposed General Plan is intended to guide development and conservation in the city through 2040. utilities Master Plan Supplements (UMPS) identify needed improvements to water, wastewater, and storm drainage faciltiies to serve anticipated development under the General Plan.
