Document Description
A request by project applicant and beneficiary Pathfinder Silvergate La Mesa, LLC for a proposed 130-unit apartment development on a 4.09 acre site addressed as 8585 La Mesa Blvd. The project entails partially redeveloping the former Little Flower Haven convent and rest home with 130 apartment units within seven two- and three- story building . Total building area for the project is approx. 127,000 sq. ft. The project includes covered and uncovered parking, recreation areas including a swimming pool, and ornamental landscaping including 215 new trees. City of LA Mesa Case files: Site Development Plan DAB 16-18, Design Review DRB 16-18 and Historic Preservation Site Plan Review HPC 16-14. The front two-thirds of the site, facing La Mesa Blvd., is zoned RB-D-MU (Residential Business/Urban Design Overlay/Mixed Use Overlay), which allows for residential development at a density of 40 d.u. per acre. The rear one-third of the site is zoned R3 (Multiple Unit Residential). The General Plan Planned Land Use Classification for the entire site is Mixed Use Urban. The project utilizes State Density Bonus provisions that promote affordable housing through the use of density bonus, incentives or concessions, waivers or reductions of development standards, and parking ratios in accordance with Section 65915 of the Government Code. The proposed project provides 13 affordable dwelling units (10%) restricted for 55 years to lower income households (80% of the area median income) in a recorded restrictive covenant.
