The Project meets all of the required criteria under CEQA Guidelines 15332 for an in-fill development project as it is consistent with the underlying general plan and zoning requirements, is surrounded by development on all sides on parcel that is 0.42 acres in size and has no value as habitat for endangered species, would not result in any significant impacts, and can be readily served by all public utilities and services.
