Document Description
The project is limited to three encroachments. One encroachment aims to maintain approximately 1200 feet of legacy drainage channel associated with the stream network to mitigate reduction in channel flow capacity caused by vegetation and sedimentation. Maintenance activities include removal of vegetative material and sediment deposits from the drainage ditch channel and channel reshaping. Maintenance shall be confined to the period from September 1 and October 15 in any given year. Excavation and channel maintenance shall occur when the channel is dry; if water is present in the channel, Permittee shall prepare a dewatering plan and contact CDFW prior to conducting work. The second encroachment shall involve the establishment of a riparian buffer along the channel comprising a natural assemblage and mimicking the structure of the riparian vegetation found downstream. The goals of establishing an adequate riparian buffer include enhancing habitat and ecological function, shading the channel, and plant uptake of nitrogen – achieving these goals is expected to reduce future need for mechanical channel maintenance. The third encroachment is for the use and maintenance of the following crossings: an existing 34-inch diameter culvert (located at approximately 40.31514, -124.26862); an existing 34-inch diameter culvert (located at approximately40.31501, -124.26927); an existing 34-inch diameter culvert (located at approximately 40.31559-124.27082).The Notification states these stream crossings are in good condition and meeting current performance standards.
