Language Academy:
The proposed marquee would be 5 foot by 9 foot, single -sided, and would include an internally illuminated full-color LED (light-emitting diode), dimmable, and wireless-timer controlled display. Additionally, the proposed marquee will have the capability to be programmed to display animation and flash. The proposed marquee would be mounted onto the face of the existing auditorium/cafeteria building along 64th Street, ~15 feet from the ground. The proposed marquee would be used to present school-and District-related information to school attendees and the general public regarding the school's affairs. Since the marquee would be wall mounted to an existing school building, no electrical trenching would be required.
Cesar Chavez:
The proposed project consists of two elements: (1) the installation of a new full color LED marquee; and (2) the relocation of the existing red letter text LED marquee. All work would occur entirely within the developed campus footprint. The existing single-sided, 5' by 9' electronic red letter text LED marquee would be relocated from its current location at the school entrance on Alpha Street, to the face of another existing building on the campus. The relocated marquee would be installed at a height of ~15 feet and would face internally within the campus. The closest sensitive receptor to the relocated marquee is a residence on Beta Street, with the property line located at a 45 degree angle from the face of the marquee, and therefore wouldn't have a direct view of the marquee

Reasons for Exemption
The proposed activity is a project subject to CEQA. However, it is exempt from further environmental review under Class 11: consists of construction, or placement of minor structures accessory to existing commercial, industrial, or institutional facilities, including but not limited to on premise signs (CEQA guidelines sec. 15311(a))
The proposed project involves the installation of a single-sided, full-color LED marquee for school and District-related announcements at an existing school. The proposed marquee would be mounted onto the face of an existing building on the campus.
Class 14: Consists of minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25% or ten classrooms, whichever is less. The addition of portable classrooms is included in this exemption (CEQA guidelines sec. 15314).
The proposed project would install a new marquee on the campus and would not result in the addition of new classrooms or other facilities that would increase the number of classrooms or seating capacity.
The proposed project does not have the potential to trigger any of the exceptions identified in CEQA Guidelines Sec. 15300.2 prohibiting the use of a categorical exemption.
