Reasons for Exemption
The approval of the User Fees is exempt under CEQA Guidelines Sections 15273(a)(1) and 15378(B)(4) as it merely establishes fees to meet operating expenses and does not constitute a "project" under the CEQA because such actions involve the creation of a government funding mechanism which does not involve any commitment to an specific project which may result in a potentially significant environmental impact.
