Reasons for Exemption
Section 15332 provides an exemption for in-fill development projects when: (a) the project is consistent with the applicable general plan designation, general plan policies, and applicable zoning designation and regulations - as set forth above, the project is consistent with both the general plan and zoning; (b) the development occurs within City limits on a project site or no more than five acres and substantially surrounded by urban uses - the project site is within the corporate boundaries of Los Alamitos, the site is less than five acres, and the development is surrounded by urban uses; (c) the project site has no value as habitat for endangered, rare or threatened species - the site has already been developed with a single-family home and has no habitat value; (d) approval would not result in any significant effects relating to traffic, noise, air quality, or water quality. The addition of two units to a property within the Limited-Multiple Family Residential Zone that was slated for a project such as this will not create any impacts as described above; (e) the site can be adequately served by all required utilities and public services - this area is already developed with utilities and is already served by public services.
