It can be seen with certainty that this proposed project will not cause any direct or indirect change in the environment b/c funding will only be used for planning and analysis activities and will not involve any construction, improvements, or enactment of zoning ordinances. The project will implement an existing regional plan that proposes to create an ombudsman position, provide public education and outreach, conduct siting analysis, and streamline permitting processes for public reference. There is no possibility that the activity in question will have a significant effect on the environment b/c the activity involves only public outreach, administrative coordination efforts, and similar activities; and involves no physical construction.
