Reasons for Exemption
The amendments to sections 1606, table X and 1607(d)(12) of title 20 of the CA Code of regulations only change the date by when residential air filters for use in forced-air heating and forced-air cooling equipment must comply with the testing, certification, and marking requirements in the appliance efficiency regulations. There is no possibility that the adoption of these amendments would have a significant effect on the environment or result in a physical change to the environment. Accordingly, these amendments are not subject to the CA Environmentally Quality Act b/c of the common sense exemption under section 15061(b)(3) of title 14 of the CA Code of regulations.
