Document Description
Retaining Wall: The new retaining wall will be constructed of metal Z-style sheet piles and about the existing timber wall. Work will be conducted when lake levels are low. Sheet piles will be lifted into place with a crane and hammered in using pile driving equipment. One of two options will be used for the installation of the sheet piles: Method 1 would use a variable moment vibratory hammer system and Method 2 would use press technology which is a noise reduced and vibration less driving system. No vegetation will be removed for this project. Drying bed: installation of an additional concrete basin-style drying bed adjacent to and matching the existing. Emergency Intertie: installation of an intertie pump station including but not limited to associated piping, controls, pumps, and pump house benefiting the customers for Buckingham Park Water District and Harborview Mutual Water company in the event of an emergency condition.

Reasons for Exemption
The proposed project replaces an existing lakeside retaining wall that has failed and shall be replaced to secure water system property, facilities and appurtenances which is exempt per 15301, class 1(d) restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. This scope of work is also exempt per 15302, class 2 (c): replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The maintenance construction to add a third drying bed to the existing beds, pipes and drains is exempt per 15302, class 2(b): replacement of a commercial structure with a new structure of substantially the same size, purpose, and capacity. The addition of an emergency intertie pump station is exempt pursuant to 15303(d): water main, sewage, electrical, gas, and other utility extensions, include street improvements, of reasonable length to serve such construction. The project does not include any of the exceptions pursuant to title 14, division 6, chp 3, article 19 15300.2.
