Document Description
IRWD, as a landowner in DRWD, proposes to recover up to 40,000 acre-ft of non-SWP awater from IRWD's groundwater banking facilities located in Kern county for delivery to DRWD, in exchange for an equal amount of DRWD's SWP water to be returned by DRWD to IRWD (a) by groundwater exchange within Kern County, (b) delivery to IRWD's banking facilities in Kern county, or (c) to delivery to IRWD's service area through the Metropolitan Water District of Southern CA. The program also allows DRWD to pre-deliver SWP water to IRWD for later return of IRWD's non-SWP water to DRWD. There is no construction, land use change, or modification to existing facilities; no new lands will be brought into production as a result of the requested exchange.

Reasons for Exemption
CEQA Guideline section 15301b provides that a lead agency may determine an activity to be exempt from CEQA in that it utilizes only existing facilities. This program involves project water within DRWD's Water Supply Contract with DWR, all deliveries occur entirely within the SWP place of use, and exclusively utilize existing facilities. This program is also consistent with DRWD's negative declaration for DRWD's 2015 Ag Water Management Plan that addressed long-term banking and exchange programs, including the (a) IRWD strand ranch and stockdale integrated banking project, (b) transfers with other SWP contractors or their member units, and (c) transfers with other SWP contractors or their member units with established water banking or exchange programs.
