Note: Review Per Lead; Reference SCH #2013111019 The proposed project would widen and impermeably line the existing Heacock Channel for the purpose of providing flood protection to nearby properties while minimizing the risk of surface water contamination of Heacock Channel itself from adjacent National Priority List remediation sites. On property owned by the USAF, the project would permanently discharge fill material into 1.25 acres of waters of the US, of which 0.06 acres are wetland waters. A total of 4,029 lf of streambed on USAF property would be permanently disturbed. Proposed impacts consist of the placement of concrete for the channel bottom and sides. Once completed, existing hydrology would not be disrupted and flows would continue to pass through the channel. Proposal includes channel operation and maintenance performed by Riverside County Flood Control and Water Conservation District.
