The proposed project is a Master Plan for near-term and long-term development of the Civic center site. The first stage of replacement (Phase 1) would be near-term construction of a Public Safety and Justice Center and associated facilities at the site of the former Richey Armory at the northwest corner of Hedding and San Pedro Streets. Phase 1 would also include demolition of the six-story annex building adjacent to the former San Jose City Hall.
