Document Description
The project includes a request for land use entitlements necessary to facilitate the continued use of a compost facility that was originally approved by the Kern county board of supervisors and has been in operation since 1993 with modifications to current operations to include: 1) a forced aeration system (positive and/or negative airflow) during the active composting phase; 2) increasing the amount of food waste from commercial and residential sources that can be received at the site and removing the current CUP limitation of sources just within the city of Arvin and Kern county; 3) expanding approved feedstocks to include digestate and herbivore and avian manure, and updating approved feedstock list to be consistent with CalRecycle definitions; 4) removing feedstock sublimits and implementing an overall blanket tonnage limit for all approved feedstocks; 5) clarifying the facility boundary to include both acreage used for composting operations and acreage used for existing ancillary facility service features; 6) allowing for additional material processing capability, including pre-processing of feedstock material and grinding; 7) allowing for wood mulching and coloring operations; 8) increasing the vehicle limit to an average of 500 trucks per day and peak of 605 trucks per day; and 9) on site fueling of recology vehicles. Implementation of the project as proposed would require: a) an amendment to the Kern county general plan of approx 403 acres from the existing 8.1 and 8.3 use designations to a 3.7 designation; b) modification of the existing CUP No. 27, map no. 143 to include modifications to current operations and site boundaries.
