Reasons for Exemption
The project is limited to new construction of a seep well, replacing a foot valve that was placed annually into the river to pump irrigation water. The project will not result in impacts with regards to an environmental resource of hazardous or critical concern, nor will it place new impacts in an area with unique or unusual circumstances. The pump used in this well is the same as when water was pumped from surface flows, so there will be no increase in capacity, but the impacts to the fishery will be decreased by eliminating the surface water pumping and the need for an adequate fish screen.
