Document Description
The project consists of a three year time extension to the previously approved Tentative Subdivision Map that created 26 residential lots that range between two and four acres and Design Review for subdivision layout. The Project was also approved with a Rezone request from Agricultural General 80-acre minimum to Agricultural Residential. The time extension would extend the expiration date of the TSM and DR from January 13, 2017 to January 13, 2020.

Reasons for Exemption
The project requests an extension of time for a previously approved TSM. Potential environmental impacts were analyzed as part of the approved mitigated negative declaration and mitigation monitoring and reporting program for the Sheldon Waterman Subdivision Map. The setting for the project has not significantly changed since the adoption of the environmental document. No additional development in the area has occurred since approval of the project that would require additional environmental analysis for the project. The extension of time for a tentative subdivision map does not involve any physical changes in the environment and hence does not have the potential for causing a significant effect on the environment. Therefore, the adopted mitigated negative declaration is sufficient and, pursuant to State CEQA Guidelines Section 15162, which identifies the requirements for which subsequent analysis is required, no further environmental review is required.
