Document Description
The Metropolitan Water District of Southern California has entered into a renewed agricultural lease agreement with River Valley Ranches on portions of Metropolitan's real property farmlands located in the Palo Verde Irrigation District (PVID) service area in Imperial County. The lease would begin January 1, 2017 with a term of ten years, and would include a targeted level of on consumptive water use and requirements for the lessees to fallow a portion of the lands in accordance with the Metropolitan-PVID fallowing program.

The action, taken on January 25, 2017, involves minor alterations for existing private or public facilities, along with minor modifications in the condition of land, water, and vegetation which do not involve removal of healthy, mature, scenic trees. These activities would result in negligible or no expansion of use and no possibility of significantly impacting the physical environment existing at the time of Metropolitan's determination, and substantial evidence supports Metropolitan's determination that none of the exceptions to the exempt apply. The proposed action qualifies under both Class 1 and Class 4 categorical exemptions. In addition, where it can be seen with certainty that there is no possibility that the proposed action in question may have a significant effect on the environment, the proposed action is not subject to CEQA.
