The project activities, which include removing non-native plant species along a 1-mile riparian corridor and replacing those species with native plants as well as installing amendments at storm drain outfalls, constitute minor alterations in the condition of land, water and vegetation which do not involve removal of healthy, mature, scenic trees. Other activities include basic data collection, research, expermintal management, etc.
