Document Description
The city of Modesto public works department will be performing a clean closure on the east portion of the Carpenter Road Landfill and relocating the soil and waste to the west portion to create adequate final grades for the west landfill as requested and approved by the Central Valley RWQCB under cleanup and abatement order R5-2015-0700. Soil and waste will be excavated and loaded in the east landfill area by a tracked excavator into back dump trucks and hauled on an access road under the Carpenter Road Bridge onto the west landfill area. The process will be continued until all waste and the required soil for the final cover have been transferred. Limited, if any, soil import is anticipated. The closure process for the west landfill area includes constructing a soil cap over the consolidated waste and constructing the cap's drainage systems to ensure storm water does not infiltrate into the consolidated landfill mound. The cap would also be designed to ensure the long term stability of the closed landfill mound. Storm water discharge from the capped west landfill area will flow to pipes and into east landfill area detention basin.
