Document Description
The San Diego Regional Water Quality Control Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2023-0032) to the Project Applicant. The Applicant proposes to replace the existing Heritage Road Bridge over the Otay River to eliminate the bridge’s “Functionally Obsolete” designation and raise its Sufficiency Rating to above 80 by providing hydrologic adequacy and standard approaches, while meeting future traffic capacity demands and deck geometry standards for pedestrians and bicyclists.
